Constant Gardner here will boost you to level 30 instantly. Again, the same rules apply: once you accept his quest and turn level 30, that's it. You're leveling to the top on your own the normal way from here on out with this character. These NPCs that grant you levels other than max are here to allow you access to certain specific testing practices that would only require those levels, but that's about it.
