The Maid of Lions, shown here, will level you to 20 instantly. Now this is very important to note: Once you choose a level from one of these Level-Up Bestower NPCs, you will not be able to use another NPC to level higher. So if you talk to this Hobbit here, and accept her quest to go to level 20, you will not be able to use the level 50 NPC with the same character. You will need to create an entirely new character. This is something most players don't realize when they get excited and start accepting quests randomly.
