Each race in Rohan has its own starting city, but in most cases, different races can start in different racial cities. The only exceptions to this are caused by storyline issues with warring races. Researching the game's backstory is highly recommended before playing, as it will give you a better understanding of what type of character you will want to play, and for what reason.
